Nationally, the forerunner of the Advocate Organization in Indonesia only appeared in 1963 or eighteen years after the proclaimed independence of the Indonesian nation. It was started with the formation of the Indonesian Advocates Association (PAI) on March 14, 1963 in Jakarta at the same time the National Law Seminar was held. Although in practice, the Advocate profession has existed in Indonesia (the Dutch East Indies) for more or less a century before the operation of RAAD VAN JUSTITIE and LANDRAAD, a judicial institution formed by the colonial government (the Netherlands) based on STAATSBLAAD 1847 No. 23 regarding Reglement op de Rechterlijke Organisatic En het Beleid der Justitie in Indonesia or abbreviated as RO.

A year later, at the First Indonesian Advocates Conference on August 30, 1964 in Solo, PAI was merged into the Indonesian Advocates Association (Peradin). Although long before the formation of Peradin, since the 1920s there have also been Advocate Organizations, both for those with the title of advocate and procureur or zaatuharnemer, such as Balie van Advocaaten.

Then in its development, two years later, Peradin won the heart of the New Order government which had just replaced the power of the Old Order government. Based on the letter of the Minister of the Commander of the Army as the Commander of the Operation to Restore Security and Order (Pangkopkamtib) dated May 3, 1966, Peradin was declared the only forum for the Indonesian advocate profession at that time.

The intimate relationship between Peradin and the New Order government began to recede when in the 1970s Peradin sponsored the establishment of the Legal Aid Institute (LBH). Since the beginning, the Peradin has indeed developed itself in the direction of legal idealism, which is not only an advocate but also has the determination to create a legal state of separation of powers, independent judiciary and the rule of law or rule of law. Then, the climax was when at the 5th Congress in 1977 in Jogjakarta it was straightforwardly reaffirmed that Peradin was not a conventional professional organization but a legal organization.

Peradin’s view is straightforward and firm as inscribed in the Peradin symbol with the motto “Fiat Justitia Ruat Coelum” which means “for the sake of justice even though the sky is falling”, has caused confusion for the rulers of the New Order, so the status that has been given to Peradin as the only forum for Advocates began stripped down. Various new organizations of the Advocate Profession have sprung up as a match.

In the following days, Peradin experienced setbacks and lost his prestige. Loyalty of members began to waver due to the strong influence of power. The government strategy to investigate Peradin by encouraging the birth of a rival organization can be said to be successful. So, the time has come for the New Order government to force Peradin to merge into the only forum for the Advocate profession. Through the New Order officials at that time; Chairman of the Supreme Court Mudjono, Minister of Justice Ali Said, at the VI Peradin Congress in 1981 in Bandung proposed the formation of a new Advocates Organization.

It is not easy, the road to the only place has been blocked by a number of Peradin members. There were suspicions that the suggestion by the New Order officials was a strategy to place the Advocate profession under the control of the authorities. However, with his hard efforts, Ali Said was recently promoted to become Chief Justice of the Supreme Court to form the only platform for the Advocate profession to finally succeed. On November 10, 1985 the Indonesian Advocates Association (IKADIN) as a new organization and the only forum for the Advocate profession was formed. For the first time, the position of Chairman of IKADIN was given to Harjono Tjitrosoebono (at that time the chairman of the DPP PERADIN), this can be said of the concession given by the government to Peradin.

Once again it was not easy, IKADIN which was initially formed as the only forum for the Advocate Profession finally failed. Among the causes of failure are the inaccessibility of practicing lawyers in the IKADIN organization, differences in status between Advocates and Lawyers, differences in views in the leadership transformation system and mechanisms in the organization, interference by the authorities to the desire of advocates to specialize in certain legal aspects, triggering the birth of a new organization. , such as: IPHI, AAI, HAPI, SPI, AKHI, HKHPM and finally APSI.

The establishment of IKADIN on November 10, 1985 in Jakarta in the Indonesian Advocates National Conference was initiated by Ali Said SH, the Chief Justice of the Supreme Court at that time. The organization which has the motto of fiat justitia ruat coelum, “for the sake of justice even if the sky falls down”, is the most popular Advocate Organization in Indonesia. It was recorded that the big names of the Indonesian Advocate world as pioneers were Adnan Buyung Nasution, Harjono Tjitrosoebono, Djohan Djauhari, Albert Hasibuan and R.O Tambunan. As Chairman and Secretary in the management of the first four-year period, are Harjono Tjitrosoebono as General Chairperson and Djohan Djauhari as Secretary General.

At the beginning of its establishment, IKADIN limited membership to only practicing Advocates based on a decree of the Minister of Justice of the Republic of Indonesia, thus making it a rather exclusive IKADIN organization, but later the policy was dropped.

After Harjono Tjitrosoebono died, finally in the IKADIN Munaslub in Surabaya, H. Soedjono and his Secretary General, Otto Hasibuan, elected Otto Hasibuan as the General Chairperson and Teguh Samudera as the Secretary General of the IKADIN DPP.

In the IKADIN National Conference in Balikpapan there was a split into 2 IKADIN camps, then Otto Hasibuan was elected as General Chairperson and Adardam Achyar as Secretary General of the IKADIN DPP.

The existence of IKADIN has spread through its branches throughout the country, even in almost every municipality / regency level II area, thus making IKADIN the largest Advocate Organization.

In further developments after the passage of Law No. 18 of 2003 on Advocates, the IKADIN Advocates played a major role in the formation of the Indonesian Advocates Association (PERADI) as the only Advocate Organization, even many IKADIN Advocates occupy the management of PERADI throughout Indonesia.

When PERADI was formed, Otto Hasibuan who was the General Chair of the IKADIN DPP was elected as the General Chair of the National Leadership Council of the Indonesian Advocates Association (PERADI) for 2 periods from 2004 to 2015.
